Case Studies:
Generally, empowerment and participation turn out to be visible in many projects: so connections between government and citizens offering information and services; building connections within communities promoting social and economic development; twinning institutions for knowledge transfer promoting development in the e-Government area. In the following the list of case studies to be treated (provisional list to be extended):
Katherine de Tolly (Centre for e-Innovation, Cape Town, RSA): The Cape Gateway Portal:
This is the name for the Western Cape Portal built by the Centre for e-Innovation which gives ICT services to the Provincial Government of the Western Cape. A leading project of the centre is this administrative portals launched in 2004. With 50 000 visits a month a substantial amount of information and advice is given to the public.

Roland Traunmüller (University Linz, Austria) Knowledge Transfer in Twinning Projects: Experiences are drawn from twinning projects where the presenter has taken part as a consultant. They include a Migration Information System for Lithuania and twinning cooperation activities between Germany and Russia, in particular giving knowledge transfer to city administrations.
